Overview
A trusted partner of Israel Natural Gas Lines, TMNG was assigned to prepare a national plan and obtain technical permits for a comprehensive STL buoy system for offloading and conveying regasified LNG via an 8-km-long high pressure subsea pipeline system and its connection to the offshore transmission system. Installation was carried out 11 km off the Israeli coastline, opposite the port of Hadera.
Challenges
A trusted partner of Israel Natural Gas Lines, TMNG was assigned to prepare a national plan and obtain technical permits for a comprehensive STL buoy system for offloading and conveying regasified LNG via an 8-km-long high pressure subsea pipeline system and its connection to the offshore transmission system. Installation was carried out 11 km off the Israeli coastline, opposite the port of Hadera.
Activities
To meet the challenges, TMNG appointed a special task force composed of its most experienced planners and engineers. The team was fully dedicated to expediting the project along three parallel lines that were in coordination with each other throughout:
• Thoroughly studying the technology to the level that TMNG was able to endorse the design prepared by the EPC contractor, including issues related to code compliance, QRAs, and gas release incidents, and to present and defend it vis-à-vis the stakeholders
• Managing and conducting all topographic and environmental surveys, mostly offshore, including the handling of issues such as flow-induced vibrations and noises, oil spills, and bypassing of a rare reef. This component included preparation of an EIA and having it approved by the Ministry of the Environment
• Mapping, coordination, reaching agreements with all third parties, including the Israeli Navy and the Ports Authority, and advancing permitting procedures with the various planning authorities
Services also included oversight of construction and installation, and assistance in commissioning and handover.
Results
While the average period for completion of this type of project is about 24 months, TMNG succeeded in obtaining the required permits in just seven months, exemplifying its hands-on, results-oriented culture for getting things done efficiently.
